Enhancement of CBRN capacities of South-East Asia in addressing CBRN risk mitigation concerning CBRN first response, biosafety and biosecurity awareness raising and legal framework

Between the 29th February and 3rd March 2016, implementers from EU CBRN Centres of Excellence Project 46 visited Bandar Seri Begawan to carry out an initial fact-finding mission
This enabled experts from the project to meet with key personnel, including the Brunei CBRN National Team and the Prime Minister’s Office, as well as to visit key CBRN facilities within Brunei, such the Royal Brunei Police Headquarters, Penanjong Military Garrison and the Sungai Liang Industrial Park (SPARK) Fire Station and a number of key laboratories. In addition, a static display of the most relevant CBRN detection, protection and decontamination equipment was organised by the host agencies, with two active simulations of intervention in CBRN contaminated areas-indoor detection and mitigation of toxic chemical agents; and mass-casualty decontamination arranged on the second day.
The mission, which was coordinated by the CBRN National Focal Points for Brunei, Mr. Muhsin Ahmad and Mr. Shazwi Sadikin, was very successful, enabling the project team and Brunei CBRN National Team to agree on a number of priority areas on which the project’s three components will focus as the project is implemented in the country, starting from good capabilities on CBRN response that have already been assimilated within Brunei in collaboration with other countries in the South East Asia Region, such as Singapore and Malaysia, as well as with international organisations, such as the IAEA and OPCW.
