Enhancement of CBRN capacities of South-East Asia in addressing CBRN risk mitigation concerning CBRN first response, biosafety and biosecurity awareness raising and legal framework

From 18-21 January 2016, implementers from the EU CBRN CoE Project 46 visited Manila, Philippines to carry out a fact-finding mission in relation to the project’s aim of addressing CBRN risk mitigation concerning CBRN first response, biosafety and biosecurity, awareness raising and legal framework
The implementers and experts met with the CBRN National Team on 18 January 2016 and discussed the project components. Mr. Oscar Valenzuela, Head of the EU CBRN CoE Regional Secretariat for South East Asia and Dr. Robert Frank, Regional Cooperation Officer for the Instrument Contributing to Stability and Peace in South-East Asia, Delegation of the EU to the Philippines delivered the opening remarks.
The mission also enabled the project team to visit key CBRN agencies and organisations. During an arranged visit to the Makati Fire Station, they were able to meet with several CBRN first response teams and examine their detection and sampling equipment. The team also visited several laboratory facilities, including those of the University of the Philippines site at Los Baños and the Research Institute for Tropical Medicine (RITM) in Muntinlupa City.
The mission, coordinated by the National Focal Point, Colonel Jose Embang Jr., was very successful, enabling the project team to agree with their Philippine counterparts the priority areas which the project’s three components will focus on during its implementation.
